Some of the code seems to be under the GPL, since there is a eddypro-engine/LICENSE file.
Some is described as "non-commercial academic or government research only", which is not allowed under the definition of open source – Open Source Initiative. eddypro-engine/LIBRARIES.txt
Mixing those two is very difficult. You need to either explain how you've avoided the legal issues, or re-license the proprietary parts to make them compliant. Otherwise you are in violation of copyright.
Other code is under the LGPL, like eddypro-engine/src/src_common/timestamp.f90 but is not listed at
eddypro-engine/LIBRARIES.txt
