Switch to .NET 8

Since 3.1 is already unsupported switch to the current LTS version.

When I use the setup.exe file it gives me a popup telling me I need .NET core when I have installed the most recent LTS version already and if I say yes it doesn't do anything. Any idea of how to fix this?

@emimikufan I haven't updated this project in a while and didn't make the switch to .NET 8 yet. So for now you need .NET Core 3.1 installed on your system.
