Occasional Jittery performance

While playing the game will occasionally perform as if it's running sub 60 fps, appearing incredibly jittery. However the frame counter displays a solid 60. This happens both indoors and outdoors.

Any idea on how to fix this?

So I did some troubleshooting and while it will occasionally be jittery on my 4k TV it runs totally fine on my 1080p pc monitor.

No other game on my tv acts this way, so it seems to have something to do with the resolution or something.
