Dedicated page for handling spam/offensive reports

Spam/offensive reports for users can be created by reporting individual sound comments, private messages and forum posts. When a user accumulates 3 reports from distinct reporting users, an email is sent. Handling the reports via emails is not very practical. We should have a dedicated page which consolidates all the information, has the option to show some of the reported content so one can verify that the reports are legit, and then be able to take measures. Measures typically include deleting a user, or clearing the flags.

it would be good to also add items with less than 3 reports - perhaps at the bottom of the list. This would allow an admin who visits this page to act on items without needing 3 reports to first be set.
