{prefix } isn't chosen by weight

Hi, I wanna report that when using {prefix} placeholder, it isn't used by weight of prefix... instead of it it's used by weight of the highest group.

I previously think it's bug of CMI, but it isn't Zrips/CMI#5226.

as you can see... it should use prefix TikToker instead of NEOVIP
