Update windTimeseriesPlot()'s arrow locations

As of now we are using metR to plot the arrows on our windTimeseriesPlot. These arrows are centered at each point but I would like there to be different options for the locations of these arrows.

• Draw arrows coming from each point
• Draw arrows centered at each point without metR
