If .raw data file doesn't exist, file isn't checked / downloaded

If the .raw file doesn't exist but the .json data does, it won't check against the cache data and/or download the missing file.

This should occur each time access to the raw .json file is checked to ensure the .raw files (and thus the .json file) are up to date.
