You can fix it by upload RAR file like you do in version 0.0.4. It will fix the problem.
Main cause the error is sampctl cannot find the file that matched with regex pattern in pawn.json.

EDIT: sampctl currently not support RAR file. Upload ZIP file instead.

EDIT (again): Maybe you could upload .dll and .so file to release like my fork.
