pip install fails to build a wheel

pybind11 is not found when building the wheel.

pip install pybind11 before install solves the issue.

  DEPRECATION: pylcs was installed using the legacy 'setup.py install' method, because a wheel could not be built for it. pip 21.0 will remove support for this functionality.
