Add functionality to edit/remove 'bad' tickets

1. add possability to remove ticket if ticketsale is not started yet

2. edit price if ticketsale is not started yet

3. edit sale_limit if ticketsale is not started yet

4. in case of fire -- block sale and send notification about refund
