Settings blacklist #7

I want to try adding a string setting that takes a comma separated list of settings to ignore. This would be useful to allow users to stop my mod from overwriting specific tweaks made by other mods while still letting users make their own tweaks.

This would obviously require some more checks when processing settings, but I don't think it'd get too convoluted. I think I'll want to add the string identifiers for each setting to their respective tooltips too so it's easy to figure out what to put in the box.

To anyone that sees this issue: I will be adding this regardless if I can, but if you think this is a setting that you would use feel free to react to this post or leave a comment. I don't think most people will need it but it'd be nice to know that someone would be using it.
