Handle the last admin leaving an organization

As discussed on 10/21/25:

• We want to allow admins to leave their orgs, but it should create a ticket for staff: “The last admin left an organization—we should do something here.”
• When the last admin leaves an organization, ask them if they want to reassign admin status or leave the org admin-less
