Migrate Reserved LIDs to GitHub

Summary

As part of the effort to make this GitHub repository the single source of truth for LID tracking (see #101), import and document all currently-reserved LIDs from the Engineering Node pages into this repository.

Reserved LIDs are LIDs that have been allocated/reserved for future use but have not yet been archived as official context products.

Acceptance Criteria

• All reserved LIDs from https://pds-engineering.jpl.nasa.gov/discipline-node-help/context-lids/ are captured in a structured file in this repository (e.g., reserved-lids/reserved_context_lids.csv or similar)
• All reserved bundle LIDs from https://pds-engineering.jpl.nasa.gov/discipline-node-help/bundle-lids/ are captured similarly
• Each entry includes at minimum: LID, owner/requester, reservation date, and brief description/purpose
• A process is documented for how new reserved LIDs are added going forward
