Migrate Deprecated LIDs to GitHub

Summary

As part of the effort to make this GitHub repository the single source of truth for LID tracking (see #101), capture all deprecated LIDs from the Engineering Node pages into this repository.

Deprecated LIDs are LIDs that have been retired in favor of replacement LIDs and should not be used for new data products.

Acceptance Criteria

• All deprecated context LIDs from https://pds-engineering.jpl.nasa.gov/discipline-node-help/context-lids/ are captured in a structured file in this repository (e.g., deprecated-lids/deprecated_context_lids.csv or similar)
• All deprecated bundle LIDs are captured similarly
• Each entry includes at minimum: deprecated LID, replacement LID (if any), deprecation date, and reason for deprecation
• A process is documented for how LIDs are deprecated going forward
