Bump tough-cookie and apigeetool (#579)

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [apigeetool](https://github.com/apigee/apigeetool-node). These dependencies need to be updated together.

Updates `apigeetool` from 0.16.1 to 0.16.4
