-Substantial changes to OpenShell should be proposed in writing before implementation begins. New features always start as a GitHub issue using the [feature request template](https://github.com/NVIDIA/OpenShell/issues/new/choose), not as an RFC pull request. Most proposals should stay in the issue, spike, and pull request workflow. RFCs are intentionally rare and are reserved for changes that are cross-cutting, potentially controversial, or significant enough that stakeholders should weigh in before code is written.
