feat: Implement chronify backend

We wiill add chronify as our backend for time series manipulation. All the custom code that we had on R2X that do time manipulation should be adapted to chronify and deprecated. It is not clear yet which functions we are going to keep and which one will need to be added to chronify/infrasys
