We should build an option to pass a forced outage signal through the external_signals, which forces a controller to cease it's normal operation and shut down for the duration of the outage. This will allow us to better match operational plants, where the operator may decide to shut the plant off for a period for maintenance etc.
Should either be done as part of #100 or as a separate PR after #100 is merged.
