Patch default config values in Mk2 system config file for neon-debos compat.

Default configuration changed in OVOS;
neon-debosadded a change to use default configuration from NeonCore, but the default config in the current stable release of NeonCore is outdated.This temporary patch creates an update path such that a stable NeonCore release will have a valid configuration in NeonOS images, then a stable neon_debos release can update configuration handling and these patches may be reverted
