[FEAT] Versioning Information in releases

Objective

Include more information in GitHub Releases, such as core/os versions used and relevant changelogs.

Initial Implementation Requirements

• Include Core and Recipe versions with links to releases in release notes
• Include pip list output in an artifact or metadata file

Other Considerations

Should relevant changelogs/release notes be included in releases in this repository?
Python packages may vary between platforms; this would need to be saved per-build
