To send to user notifsu

[jojosstudio]

Thats you can send to user Notifikation (only for admins)

To clarify this, you want a admin to be able to send a user a notification? What is the use case?

[jojosstudio]

For example, if a user's server expires in two days, I can send a notification that it is about to expire. Or when I have important information for a user, perhaps for administrators or something like that, or for a group.

this was added in verison 1.5.0, but it send it to all users at once.
