Rework ci cluster.yaml

Need to rework CI cluster.yaml to be able to use ci tests locally: https://github.com/Netcracker/DRNavigator/blob/main/ci/cluster.yaml

For this:

1. Should be used kubemarine env variables and dynamic variables features;
2. node connection parameters and SM/sm-dummy images should be placed dynamically;
3. services.cri and services.etc_hosts should be places only for ci, because it's needed only there;
4. Info about how to run kubemarine with test cluster.yaml should be added in test guide: https://github.com/Netcracker/DRNavigator/blob/main/tests/README.md#site-manager-cloud-tests
