Continue external-credentials implementation after the initial deployment-context and External Credential Context.

1. Support external credentials in system credentials

   1. use this library https://github.com/Netcracker/qubership-pipelines-common-python-library/tree/main/qubership_pipelines_common_library/v2/secret_manager

2. Support external credentials in pipeline context

3. Support external credentials in topology context

4. Cloud Passport (using in EnvGene, not generation ) - prohibit mixed local and external credentials
