[Bug]: Python error handler for runners

Describe the bug

Problem:

When we have some configuration error (not correct scope name, url to tests repo, branch, internal error) runner pod will be in failed status and ArgoCD job will wait till timeout.

Proposal:

Don't exit with wrong status code, just add Error in pod logs.

To Reproduce

Run test case which trigger pod exit e.g. incorrect git branch name or repository URL.
E.R. test case ends after pod exit
A.R. test case hangs until timeout (1h) triggers and destroys the pod
