Ground Station Control Autostart

To use GSC, three things need to happen:

• start docker services
• start OpenMCT
• start Operations

These have been done with commands, but the Pi should be configured to autostart on boot for ease-of-use.

I was able to configure docker restart policies to start the docker services automatically, but system autostart script doesn't seem to be running the OpenMCT start script nor Operations.
