COV Threshold is being used for 2 things, for the history logging COV, but also for the COV that is required to make the rubix point change.
We need 2 seperate thresholds for this, as they are different purposes. COV History Threshold and Value Update Threshold (or something like that).
COV History Threshold is the change that is needed to trigger a history log.
Value Update Threshold is the change needed to update the rubix point value.
