[CODE_OF_CONDUCT] Improve Enforcement policy: dedicated email, moderator clarity and response time #7

@jpmewenemesse

Description

@jpmewenemesse
  1. Section: ## Enforcement
    Regarding the reporting process: I think that reporting incidents through public channels like GitHub Discussions or live meetings can be very intimidating for victims and may compromise confidentiality.
    Proposal : not sure .... perhaps a dedicated email address for these reports ??? 🤔
    This would ensure that only the authorized moderators see the sensitive information

  2. Section: ## Enforcement Responsibilities
    we use the term "Community Leaders" throughout the document to define those with the authority to moderate and ban. However, for a new contributor, it might be unclear who these individuals actually are (TOSIT board? Repo maintainers?).
    Proposal : we should either list the designated moderators here or provide a link to a GOVERNANCE.md or MAINTAINERS.md file. This also helps reporters know who to contact if a specific leader is the one being reported

  3. Section: ## Enforcement : Response Time
    Perhaps we should add a timeframe for our response
    Proposal : Consider adding a sentence like: "We will acknowledge receipt of any report within xx business hours." to assure the reporter that their concern is being taken seriously and won't fall into a "black hole."
