Better explanation of STEPSPERTURN #101

I think it has to be explain better in the manual what the STEPSPERTURN does in case of RINGDEFINITION with the option IS_CLOSED = FALSE (= no closed ring = no turn). In this case MAXSTEPS and STEPSPERTURN are very important and depending on how they are set, the results of the simulation could change!!

Based on LAT_RINIT, the circumference of the equivalent closed-ring is evaluated and divided into a number of sectors specified by STEPSPERTURN. Higher is STEPSPERTURN and smaller are the sectors. MAXSTEPS sets how many of the STEPSPERTURN are performed.

It also important to remark that:
if MAXSTEPS > STEPSPERTURN, then OPAL goes through again the ring, that is not closed.
