Procedure to randomly subsample transects (for bootstrapping check) #445
Description
Previous EchoPro bootstrapping procedure was pretty ad-hoc to address the problem that when randomly subsample transects, sometimes an entire stratum gets dropped, resulting in downstream errors. It would be good to come up with a better scheme to randomly subsample transects.
