Clone user does nothing

Either clone user does nothing, or I don't understand how to make it work.

To reproduce the issue:

1. Go to Core, Container, click on the magnifying glass for a container (e.g. CASS)
2. Click magnifying glass next to a user, e.g. clementm
3. Click "Clone user permissions"
4. Enter the username of a person to clone TO (I presume that is what I should do?), e.g. powermac
5. Click clone, get "No users provided"

In step #4 above, we also tried entering the username of the person to clone FROM. Result: the page refreshes and shows me some details of user clementm. There is no option to clone TO another user.

you must select a username that is provided by auto-complete in that form.
If the user hasn't logged in before or doesn't exist, then their username
will not show up.
