Sampling Area Correction

Currently, simulation methodology uses an area around the location/area specified for spatial sampling. This works well where the location isn't directly next to a landmass, however where the area being examined is next to a substantial landmass the current methodology has the potential to negatively bias the expected loss.

Code up an adjustment that appropriately uplifts the loss for simulations in areas with substantial landmass that are not representative of the risk.
