typo in 'identifiers' link

The link to the 'identifiers' documentation page has a typo, it is:

it should be

https://open-fibre-data-standard.readthedocs.io/en/latest/reference/identifiers.html#local-identifiers

This is in the Additional Checks - Non-unique identifiers section
"Your data contains non-unique identifiers. For more information, see identifiers."

Maybe we can add some kind of link check test to catch any other broken links and to prevent similar problems happening in the future
