OFDS 0.4: Update on proposed changes

Since the priorities for the next release of OFDS 0.4 were agreed (see #301), we've been working on discussing and agreeing proposals for the prioritised issues.

Key changes proposed for version 0.4 include:

Data formats

• Adding GeoPackage as a supported data format, and removing support for GeoJSON

Data model

• Adding attributes to describe supporting infrastructure (e.g. ducts), including its ownership, the availability of spare capacity for additional fibre and network equipment, and co-deployment with utility and transport infrastructure.
• Distinguishing between the ownership of transmission media (e.g. fibre cables) and supporting infrastructure.
• Adding a new cable type attribute (e.g. OPGW, ADSS etc.)
• Modelling wayleaves

Documentation

• Separating the documentation of the logical data model from the documentation of the JSON data format.

We've revised the timescales for the development of OFDS 0.4 as follows, and we need the community's input on the stages highlighted in bold :

• Discuss and agree on proposals for priority issues - by 19th December
• Author schema and documentation updates and publish draft release - by 31st January
• Community review of draft release - by 14th Feb
• Final revisions and review - by 21st Feb
• Interim governance group approve release - by 28th Feb
• Release version 0.4 - w/c 1st March
