Reset user password flow is confusing to users

1. This text here is bad... this screen is what Laura saw after she clicked the link in her email... so this text should instead say something like "enter a new password to complete the reset"
2. Laura is pretty sure she didn't click reset 16 times, but 16 emails were sent. Is it possible that there's duplicate logic somewhere? (Or that we should have a debounce on the button?)
