Generic Stops Table -- ALL AGENCIES

For things like OTP TransitIndex, map / WFS stops, etc...

• we'd have an easier time to create a generic 'all_agencies' schema:
• we'd populate tables with current_stops and current_routes, etc...
• the primary key would be stop_id (or route_id) and agency_id
• we might also have an OTP agency_id key
• there would be a cmd-line app to repopulate this table (weekly, nightly, etc...)
• there would be a start and end time range
• modes
• etc...
