Database: Sub-Module / Project

Move the Docker db code and scripts out of trafficdb and into a separate project.
Then pull that new 'dockerdb' project into trafficdb and log_parser and gtfsdb, etc... as a submodule.
Don't want to have to clone trafficdb to parse log files, etc...
