OSDI spec is out of date and marked "All Rights Reserved"

I don't know if anyone is here from SemiMod, but it would be good to:

1. Relicense the OSDI specification under terms so the community can take it forward

2. Release the source for the PDF (looks like LaTeX?)

This fork is not from SemiMod you would have to ask https://github.com/pascalkuthe/OpenVAF/issues The mantainers have gone radio silent, however.
