Update JRuby to 10

JRuby 10 supports Ruby 3.4. We'll need this before moving to OpenVox 9, assuming we follow a similar path as Puppet Core.

Minimum Java for JRuby 10 is Java 21. Also Joda time replacement with Java time is expected in 10.1.0.0.
