This discussion is to review the PQCA Lifecycle Document in relation to Issue #93.

The PQCA Lifecycle Document outlines a framework that allows alliance-governed projects to self-assess their progress. Current projects using this framework include OQS, the PQC Code Package, and Tooling.

The main aim of this review is to evaluate the document's effectiveness, flexibility, and clarity. Key questions to consider include:

Effectiveness
• Does the document address the needs of current projects?
• Is it useful for new projects joining the alliance?

Flexibility
• Can it be adapted for projects with varying goals, requirements, and outcomes?
• Is it flexible enough without being overly prescriptive?

Clarity
• Is it easy for new projects to understand what is required to complete an assessment?
• Is the "definition of done" clearly explained and accessible?

IV. Annual Review Process

The TAC shall develop an annual review process to determine whether projects are in the stage that accurately reflects their needs and goals.

If this has been developed, it should be inserted/linked. If not, should the TAC undertake this over the next 12 months?

@jplomas, thanks for your input! It seems like you’re wondering who’s responsible for setting up the review process. Well, each project (like the Code Package or OQS) would create and own its own process.

If the annual review is project-by-project and not by the TAC, perhaps the penultimate paragraph should read:

Each project shall develop an annual review process to determine whether it remains in the correct lifecycle stage that accurately reflects its needs and goals.
