New taxon name workflow

I would like to not include GUIDs to taxon names, but wait for GloBI review of those names and then check if they are the same or if any are missing. What are the downsides?

Downsides may include mismatches. I see including taxon ids much like including higher level taxa (e.g., family): providing a context in which the name should be interpreted.
