Check if Docker is running before attempting to start Pilothouse

If Docker is still starting up (e.g. after a reboot) while pilothouse up is run, there is a series of errors "ERROR: Bad response from Docker engine". We should check whether Docker is ready before attempting start the Pilothouse containers.
