Integrate Help into PCP UI

Hi,

For new or occasional Control Plane users it might be necessary to have regular access to the product help.
I'd like to suggest the following from the basic to the more elaborated :

• In the UI, add a help button on the left pan pointing to https://plakar.io/docs/control-plane/
• On the different sections of the product (e.g : Inventory, Ressource, Secfret Providers, ...) add a contextual help button pointing to the related section of the online help.
• When the mouse is flying over an option, generate a bullet giving summary info on the option. The bullet could aslo provide a button pointing to the full help related to the context.
• Get the above work even if there is no Internet connection.
