More options for aiScore in pActions

Currently writing aiScore: X only adds X to the ai favor score in improvement judging. However this is pretty bland and makes it difficult to make two improvements viable when both are made by the same unit and both are custom with no way to boost.

pActions might not be the best option for these since ai evaluates before building so I might implement it differently. I was thinking of labels like

aiScore labels
e.g:
aiScore: {
30, // base boost
tech, // more likely to be built if the ai wants to research techs
uselessunit, // more likely if the ai does not value the unit on the tile
expensive, // less likely if the ai does not have much to spare
}

ig this is far future, so we could also do weighting?

and the keys could just be like, it only adds it to the score if certain conditions are met (so in this case it adds 100 to the base 30 if the unit is useless (like some disband like ability))
