Re-confirm the tag-time release gate, the CLI<->GUI parity debt-ratchet, and the scheduled safeguards (Scorecard / CodeQL / OSPS-conformance / mutmut) are all still enforced, catch any NEW gap that opened since the last sweep, and adopt any Phase-G backlog item that is now ready. Close this issue once the sweep is complete.
