For me I retrieved these values by installing the Spotify Artists app on my iPhone.

I used Charles Proxy as an SSL proxy (make sure you also install the certificate on your phone) to inspect the network traffic between the app and the Spotify servers.

By reading the messages you can intercept the clientId and secret to use

As described by @PouleR I got the clientID by using Charles Proxy using the SSL Proxy to inspect my iPhone while logging into the Spotify for Artists iOS App. The Request containing the clientId (deviceId can be skipped) in my case was the following:
