Currently can move the add link form to a custom location (e.g. the links index page) by enqueueing the styles and scripts there and including the form template. However, the action that saves the form loads the /create/ page, and there is currently no easy way to instruct the form to direct back to the page with the custom form instead (so that error messages and such can be shown there).
