The Watcher agent in the architecture is designed to poll regulator sources (EUR-Lex, FCA Handbook, EBA, ICO, ESMA) on a schedule, deduplicate against history, and queue new in-scope publications for the pipeline. Implementation requires per-regulator scrape adapters (EUR-Lex's PDF-on-demand quirk is documented in the v1 fetcher), deduplication against historical run logs, alerting integration, and rate budgeting. Architectural foundation already exists in the regulation registry. Tracked for v2.
