Standardize Key Management

Recent outage required Scott to reach out to Theo to get the access needed to restore ToyNet. This shows the need to aggregate credentials under the Reclass organization, provide a mechanism for volunteers to use them when necessary, and streamline cycling them periodically/with personnel turnover.

• Create inventory of all keys/account usernames and passwords
• Transition all management keys from @theo-commits to the Reclass organization Replace all old keys with new ones
• Research key and password management solutions
• Ingest and document all keys, account usernames, and passwords into the manager
• Make it available for Reclass users
