Used HW for start (start gate) and finish (photofinish, photocell)

IOF wants for categry 1 races (WOC a WC) time measurement in precision 1/10s - see #927 .

So we need to implement possibility to cooperate with other application - bridge - who should send to QE start and finish time (time and si card number or bib).
This bridge should be implemented in https://github.com/EdoardoTona/RadioSender . We can discuss with Eduardo what format and technology we will use for data transfer.

Scope of this issue is to receive start or finish time with at least 1/10s precision and use this times to calculate final comeptitor time.

Please use english, because I expect we will discuss with Eduardo Tono from Italy some technical details here.

RadioSender doesn't seem to be mature project, it would be nice if sources can be translated to English at least.
I still believe, that 1/10 sec start and finish time can be written into SIAC card and read out in finish tent later on.

SICards6 and SIAC can store 1/256sec time precision.

I do not believe that 3rd party hw can write into SIAC - we will not use everytime hw only from SportIdent (do not mention, they should not have this type of hw free). So for this situation there is this tool for transfer data into timekeeping software.

Well, then we need specification of time measurement device API to implement connector in QE.
