[Feature]: Add gfx1151 support

As of today, the README mentions support of gfx942.

Now that ROCm 7.2 supports gfx1151 (Ryzen AI Max+ 395, Radeon 8060S, RDNA 3.5) adding this support also to ROCm/flashinfer is highly desirable. It is likely necessary to get sglang running on Strix Halo.

Thank you for the feature request @neuhaus. Our primary development focus right now is the CDNA3/CDNA4 archs and to update our fork to a more recent revision of upstream. That being said is there any specific feature you were most interested in for gfx1151?
